3ce5caf887 NetPlay: Split save and SD card write settings
This actually eliminates any setting pertaining to SD cards from the
NetPlay dialog, as it would effectively just be a duplicate of the
setting in the Wii pane, potentially causing confusion.

This also enables save data writing by default, as this is probably
what most players want, and should avoid them losing hours of progress
because they forgot to tick a checkbox.

SPDX standardizes how source code conveys its copyright and licensing
information. See https://spdx.github.io/spdx-spec/1-rationale/ . SPDX
tags are adopted in many large projects, including things like the Linux
kernel.

3397f49a0a IOS: Don't let Kernel initialize WiiRoot if already initialized
The SaveToSYSCONF call in BootManager.cpp was unintentionally
overriding the temporary NAND set by the preceding
InitializeWiiRoot call. Fixes
https://bugs.dolphin-emu.org/issues/12500.

47ee5ac284 WiiRoot: Fix empty files being created when source is missing
CopyNandFile must not create empty files on the destination filesystem
if the source file doesn't exist.

Otherwise, this can lead to an empty Mii database being created in the
session Wii root if there's no database in the configured Wii root and
netplay or Movie is used -- that database would then be copied back to
the configured root, which causes games like MKW to complain about
corrupted Mii data even when the player has stopped using netplay.

This commit also simplifies CreateFullPath usage.
There's no need to manually extract the directory from the path,
FS::CreateFullPath does it automatically just like File::CreateFullPath

1b844067aa Back up Wii setting.txt and SYSCONF while emulating
When booting a Wii game, Dolphin can overwrite certain settings
in the SYSCONF file, such as turning off PAL60 for NTSC games.
Normally, these settings get reverted at the end of emulation, but
this does not happen if Dolphin crashes or force quits in some other
way. (Personally, I have a tendency to use Visual Studio's Stop
Debugging button, which kills the process...)

Dolphin also overwrites certain values in setting.txt when booting
a Wii game. Unlike with SYSCONF, we currently make no effort to
preserve the original values in this file.

This change fixes both of these problems by copying SYSCONF and
setting.txt to the Backup folder when booting a Wii game, and then
copying them back either when launching Dolphin (in case the
previous run of Dolphin crashed) or when ending emulation.

f1f293bd49 WiiRoot: Fix CopySysmenuFilesToFS directory creation
Fixes a regression from #8539.

CreateDirectory was the correct function to use for creating
directories since parent directories already exist and are
not owned by the system menu.

8f74d02659 Core: Fix a few misuses of FS::CreateDirectory
CreateDirectory does not create missing parent directories. If that
behaviour is desired, CreateFullPath should be used instead.

(These small misuses went unnoticed since the previous implementation
of CreateDirectory automatically created parent directories.)

b06b7e5686 NetPlay: Add full Wii save sync
This adds the ability to sync all Wii saves, instead of only the
selected game. Useful for cases like launching a game though GeckoOS.

4407854e9c NetPlay save data synchronization
This adds the functionality of sending the host's save data (raw memory
cards, as well as GCI files and Wii saves with a matching GameID) to
all other clients. The data is compressed using LZO1X to greatly reduce
its size while keeping compression/decompression fast. Save
synchronization is enabled by default, and toggleable with a checkbox
in the NetPlay dialog.

On clicking start, if the option is enabled, game boot will be delayed
until all players have received the save data sent by the host. If any
player fails to receive it properly, boot will be cancelled to prevent
desyncs.

6b9aef7042 FS: Add a struct for modes
As suggested here: https://dolp.in/pr7059#pullrequestreview-125401778

More descriptive than having a std::tuple of FS::Mode, and lets us
give names to known triplets of modes (like in ES). Functions that
only forward mode arguments are slightly less verbose now too.

94dc746351 Copy Wii NAND data to user NAND in WiiRoot
Dolphin doesn't use any of the WC24 files, so this can be done when
actually starting emulation in WiiRoot. The benefit of moving the
copy is that we don't need to handle temporary NANDs in a special way.

5f567b38fe WiiRoot: Move content manipulation to separate functions
{Initialize,Shutdown}WiiRoot should only be responsible for setting the
SESSION_WII_ROOT or managing the temporary NAND directory.

Move all the content manipulation out of these functions to ensure
separation of concerns and call them after/before WiiRoot init/shutdown
to make sure they operate on the correct root.

8317a66ea5 NandPaths: Return paths that are relative to Wii NAND
Since all FS access will go through the new FS interface (PR #6421)
in order to keep track of metadata properly, there is no need to return
absolute paths anymore.

In fact, returning host paths is a roadblock to using the FS interface.

This starts the migration work by adding a way to get paths that are
relative to the Wii NAND instead of always getting absolute paths
on the host FS.

To prepare for future changes, this commit also makes returned paths
canonical by removing the trailing slash when it's unneeded.

Eventually, once everything has been migrated to the new interface,
we can remove the "from" parameter.

a287bbc3bd Move SysConf to Core
It's not common code that could be reused for, say, Citra;
it's absolutely specific to Wii emulation and only used by the Dolphin
core, so let's move it there.

Another reason for doing this is to avoid having Common depend on Core.

0856d4a68a SysConf: Migrate to new filesystem interface
It was discovered that some titles rely on filesystem metadata to work
properly. Currently, in master they either simply won't find their
save files (for example Bolt) or will complain about the Wii system
memory being corrupted (on first use or every time depending on
the title).

In order to even be able to keep track of file metadata, we first need
to eliminate all direct accesses to the NAND and make all kinds of
operations go through the filesystem code added in PR 6421.

This commit starts the migration process by making SysConf use
the new FS interface.

91bcd756ff Core: Remove useless ShutdownWiiRoot calls
I don't see why we need to call ShutdownWiiRoot on InitializeWiiRoot.

Also, atexit? Really? Not only is this unnecessary, it will also cause
ShutdownWiiRoot to be called twice in rapid succession for no reason.

14bb81716c WiiRoot: Only call InitializeDeterministicWiiSaves on temporary NAND
Shouldn't make any difference in practice because
both IsRecordingInput and IsNetPlayRunning should
be false if a temporary NAND isn't being set up,
but doing it this way is cleaner regardless.

For consistency with the other changes.

WII_IPC_DVD was changed to IOS_DI, as this describes what the log type
is used for in a more specific way.

64101137cd Remove pre-generated SYSCONF
Dolphin is able to generate one with all correct default settings, so
we don't need to ship with a pre-generated SYSCONF and worry about
syncing default settings.

Additionally, this commit changes SysConf to work with session SYSCONFs
so that Dolphin is able to generate a default one even for Movie/TAS.
Which SYSCONF needs to be touched is explicitly specified to avoid
confusion about which file SysConf is managing.

(Another notable change is that the Wii root functions are moved into
Core to prevent Common from depending on Core.)
