a8b0661fb0 Core: Make use of C++17 deduction guides with locks
C++17 allows omitting the mutex type, which makes for both less reading
and more flexibility (e.g. The mutex type can change and all occurrences
don't need to be updated).

5642772ec4 Movie: Fix 83b9fef regressions
1. Comparing string_views does not behave the same as strncmp
   in the case where SConfig's game ID is longer than 6 chars.
2. DTMHeader::GetGameID wasn't excluding null bytes for game IDs
   shorter than 6 chars.
3. == was accidentally used instead of !=.

Core/Movie: Fix a likely out-of-bounds read for PanicAlertT
gameID isn't null terminated since it is just an std::array<char, 6>
and .data() returns a char* so {fmt} would go way beyond the bounds of
the array when it attempts to determine the length of the string.

The fix is to pass a std::string_view to {fmt}. This commit adds
a GetGameID() function that can also be used to simplify
string comparisons.

cb0fe3fc30 Movie: Make checking for existing GC saves more reliable
The old code only handled a raw memory card in slot A, not taking
GCI folders into account at all.

c2dd2e8a2e Use std::istringstream or std::ostringstream instead of std::stringstream where possible.
This removes std::iostream from the inheritance chain, which reduces
overhead slightly.

Core/Movie: Use fmt where applicable
In a few cases we needed to alter... less than ideal parameter types.
While u8 may have been OK with printf-style formatting, which promotes
most smaller types back to int, this won't work with fmt. fmt preserves
the type of the passed in arguments, meaning that u8, being an alias of
uint8_t (itself being an alias of unsigned char on all the platforms we
support), will print out as a character, not a numeric value.

As such, we amend some functions to operate on u32 values for two
reasons:

1. We actually want it to print out as a value
2. Arithmetic on unsigned types smaller than unsigned int will actually promote to an int,
   not unsigned int. This is very non-obvious to some and makes for
   error-prone code. < sizeof(int) types are great for storage, not so
   much for performing unsigned arithmetic, despite the signedness of
   the type.

c0c0e412e0 Core/ConfigManager: Use forward declarations where applicable
Avoids dragging in IniFile, EXI device and SI device headers in this header which is
quite widely used throughout the codebase.

This also uncovered a few cases where indirect inclusions were being
relied upon, which this also fixes.

5f3bf405d4 Core/Movie: Store PAD_GET_ORIGIN bit in ControllerState
This fixes the desync on playback of start-from-boot input recordings
made while using the GC adapter, as well as other desyncs that could
potentially occur in other circumstances where this bit is used.

I used a previously reserved bit in the ControllerState to store the
new data, so this shouldn't significantly break backwards
compatibility. However, tools that aren't aware of this new bit may set
it to 0, which will break input recordings that contain it.

4407854e9c NetPlay save data synchronization
This adds the functionality of sending the host's save data (raw memory
cards, as well as GCI files and Wii saves with a matching GameID) to
all other clients. The data is compressed using LZO1X to greatly reduce
its size while keeping compression/decompression fast. Save
synchronization is enabled by default, and toggleable with a checkbox
in the NetPlay dialog.

On clicking start, if the option is enabled, game boot will be delayed
until all players have received the save data sent by the host. If any
player fails to receive it properly, boot will be cancelled to prevent
desyncs.

25e3ec23f8 BTEmu: Rename AccessWiiMote to AccessWiimote
Everywhere else throughout the codebase we use "Wiimote" when referring
to the Wii Remote as a shorthand. This makes the casing consistent.

7eb86cdb67 BTEmu: Add helper function for accessing WiimoteDevice instances by index
This makes it much more straightforward to access WiimoteDevice
instances and also keeps the implementation details of accessing those
instances in one spot.

Given as all external accesses to the WiimoteDevice instances go through
this function, we can make the other two private.

8317a66ea5 NandPaths: Return paths that are relative to Wii NAND
Since all FS access will go through the new FS interface (PR #6421)
in order to keep track of metadata properly, there is no need to return
absolute paths anymore.

In fact, returning host paths is a roadblock to using the FS interface.

This starts the migration work by adding a way to get paths that are
relative to the Wii NAND instead of always getting absolute paths
on the host FS.

To prepare for future changes, this commit also makes returned paths
canonical by removing the trailing slash when it's unneeded.

Eventually, once everything has been migrated to the new interface,
we can remove the "from" parameter.

9dd88d76dd Redesign the ability to load state at boot
BootParameters can now contain the path of a savestate to load at boot.
Movie has been made to use this instead of poking at Core.cpp's state.

d0b9923b0a Move XFB settings in DTM header back to where they were
7f0834c9 moved the locations of the Real XFB (now XFB to RAM) and
Disabled XFB (now Immediate Mode) settings. There are programs
other than Dolphin that parse DTM headers, so this is not good.

Note that Immediate XFB actually is the inversion of Disabled XFB.
I hope that's not too much of a problem...

b6bc3bc7c9 Remove DVDInterface::ChangeDiscAsHost
There isn't much point in keeping this utility function around
now that RunAsCPUThread provides a simple way of running things
on the CPU thread.

696e1b40b5 Common: Move version strings to their own header
Ideally Common.h wouldn't be a header in the Common library, and instead be renamed to something else, like PlatformCompatibility.h or something, but even then, there's still some things in the header that don't really fall under that label

This moves the version strings out to their own version header that doesn't dump a bunch of other unrelated things into scope, like what Common.h was doing.

This also places them into the Common namespace, as opposed to letting them sit in the global namespace.

940cc843ed Config: Fix Movie config loading/saving
* Add missing Language setting loading/saving. This was added after the
  original OnionConfig PR, which is why support for it was missing.

* Change MovieConfigLoader to reuse ConfigInfos. Less duplication.

* Extract MovieConfigLoader::Save into SaveToDTM. The DTM should use
  the current config and not just the movie layer. This makes more
  sense than just saving the movie layer, which may not always exist,
  and also fixes a crash that would happen when creating a new
  recording because the movie layer wouldn't exist in that case.

  (Plus, having to get the loader from the layer and call ChangeDTM
  on it manually is not very pretty.)

b2c41cec0a Config: Include SYSCONF in base layer
Settings that come from the SYSCONF are now included in Dolphin's
config system as part of the base layer. They are handled in a
special way compared to other settings to make sure they are only
loaded from and saved to the SYSCONF (to avoid different, possibly
contradicting sources of truth).

f106a9637d Replace balanced Core::PauseAndLock calls with RunAsCPUThread
Core::PauseAndLock requires all calls to it to be balanced, like this:

    const bool was_unpaused = Core::PauseAndLock(true);
    // do stuff on the CPU thread
    Core::PauseAndLock(false, was_unpaused);

Aside from being a bit cumbersome, it turns out all callers really
don't need to know about was_unpaused at all. They just need to do
something on the CPU thread safely, including locking/unlocking.

So this commit replaces Core::PauseAndLock with a function that
makes both the purpose and the scope of what is being run on the
CPU thread visually clear. This makes it harder to accidentally run
something on the wrong thread, or forget the second call to
PauseAndLock to unpause, or forget that it needs to be passed
was_unpaused at the end.

We also don't need comments to indicate code X is being run on the
CPU thread anymore, as the function name makes it obvious.

777d150f83 Movie: Get rid of the manual buffer management
Tracking a buffer's size manually and storing it under a name that
does not make it obvious it is related to the buffer is really... meh.

Also gets rid of the need to manually manage its capacity and
new/delete an array.

5ca3aee00a FileUtil: Add a class for Exists/IsDirectory/GetSize
Some code was calling more than one of these functions in a row
(in particular, FileUtil.cpp itself did it a lot...), which is
a waste since it's possible to call stat a single time and then
read all three values from the stat struct. This commit adds a
File::FileInfo class that calls stat once on construction and
then lets Exists/IsDirectory/GetSize be executed very quickly.

The performance improvement mostly matters for functions that
can be handling a lot of files, such as File::ScanDirectoryTree.

I've also done some cleanup in code that uses these functions.
For instance, some code had checks like !Exists() || !IsDirectory(),
which is functionally equivalent to !IsDirectory(), and some
code was using File::GetSize even though there was an IOFile
object that the code could call GetSize on.

ff83b93949 Remove unnecessary WiiRoot inits/shutdowns
* IOS: WiiRoot shutdown was moved to HW.

* Movie: Don't call UpdateWantDeterminism() if we're not running yet,
  because this will automatically be done during the boot process.
  Not doing this will result in two NANDs being created.
