Meta: Move UCD/CLDR/TZDB downloaded artifacts to Build/caches

Browse source 
They currently reside under Build/<arch>, meaning that they would be
redownloaded for each architecture/toolchain build combo. Move them to a
location that can be re-used for all builds.
