LibJS: Implement the Temporal.Duration constructor

This also includes a stubbed Temporal.Duration.prototype.

Until we have re-implemented Temporal.PlainDate/ZonedDateTime, some of
Temporal.Duration.compare (and its invoked AOs) are left unimplemented.
