LibHTML+IRCClient: Add an escape_html_entities() helper

Browse source 
This simple helper escapes '<', '>' and '&' so they can be used in HTML
text without interfering with the parser.

Use this in IRCClient to prevent incoming messages from messing with
the DOM :^)
