7e8dfe758c LibCore: Add a small library with only ArgsParser for DynamicLoader
This will be used in the DynamicLoader code, as it can't do syscalls via
LibCore code.
Because we can't use most of the LibCore code, we convert the versioning
code in Version.cpp to use LibC uname() function.

b7f9634f6c LibCore: Add default version for Lagom applications
Instead of grabbing `uname -vr` on non-Serenity platforms, let's just
hardcode a version. This prevents Lagom builds of applications like
Shell or Ladybird from reporting their version as that of the host OS.

d0977ac566 LibCore+LibGUI+About: Use String in Core::Version and GUI::AboutDialog
The Core::Version API now returns ErrorOr<String>, and the
GUI::AboutDialog API was adjusted to accommodate this.

6e19ab2bbc AK+Everywhere: Rename String to DeprecatedString
We have a new, improved string type coming up in AK (OOM aware, no null
state), and while it's going to use UTF-8, the name UTF8String is a
mouthful - so let's free up the String name by renaming the existing
class.
Making the old one have an annoying name will hopefully also help with
quick adoption :^)

8260135d4d LibCore+Everywhere: Return ErrorOr from ConfigFile factory methods
I've attempted to handle the errors gracefully where it was clear how to
do so, and simple, but a lot of this was just adding
`release_value_but_fixme_should_propagate_errors()` in places.

7742f37c10 LibCore: Refactor a version-reading utility
`ArgsParser` and `AboutDialog` had the same procedure to read the
version from `/res/version.ini`. Now they use the `SERENITY_VERSION`
string by default.

This commit refactored the version-reading utility to the new
`Core::Version` namespace.
