Aliaksandr Kalenik c6cd03d7ca LibJS+LibWeb: Join arguments into vector of registers+constants+locals
This is better because:
- Better data locality
- Allocate vector for registers+constants+locals+arguments in one go
  instead of allocating two vectors separately
